Collaborative Governance Development Team
The Collaborative Governance Development Team meets monthly, except during the summer months. A summary of each meeting is posted on this website approximately one week after the meeting. W. Arthur Ronald -SE LHIN Board Member/
Co-chair
Mr. Ronald was appointed by the Lieutenant Governor in Council to a three year term which began August 10th, 2010.
Born and educated in Scotland, Mr. Ronald has had a long and distinguished career in health care. From 1968 until 1978 he managed the departments of Laboratory Hematology and Diagnostic Imaging at Sunnybrook Health Sciences Centre in Toronto.
In 1978 he was appointed Executive Director of the Lennox and Addington County General Hospital in Napanee, a position he held until his retirement in December 2008. During that time he helped guide the hospital through a period of significant change culminating in the completion of a major redevelopment of that facility.
Arthur is a strong believer in the imperative of integrating the delivery of health services at both the regional and local levels, and has served on many community Boards and Committees. As a founding member of Lennox and Addington Seniors Outreach Services, and past Board Chair of that organization, he has advocated strenuously for the recognition of community support services as an essential element of an effective health care delivery system.
He was also instrumental in the creation of the Lennox and Addington Health and Community Services Coalition, an organization of local health service providers committed to collaborative planning of service delivery. He served as the first Chair of that organization.
Arthur is active in the community as a member of the Napanee Rotary Club and as a member of the Canadian College of Health Service Executives, holding the designation as a Certified Health Care Executive (CHE).
In commenting on his appointment Arthur says, “I hope to be able to use my community experience in the development of an integrated approach to the delivery of health services to assist the Board of the SE LHIN to advance its priority of system improvement through Boards working together”.

Carol Wannamaker RN, CPMHN(C) - Co-chair CGDT, and Mental Health Sector representative
Carol graduated from the Belleville General Hospital School of Nursing, and pursued post graduate studies in psychiatric nursing at the Allen Memorial Institute in Montreal, and Psychology and Business at Queens University in Kingston.
Carol worked as a nurse in the Plainfield home for Handicapped Infants, York Finch Crisis Intervention Centre, Northwestern General Hospital Psychiatric Unit in Toronto, and Belleville General Hospital Psychiatric Unit until the last ten years of her career, when she took on the role as the Director of Complex Continuing Care/Rehab/Mental Health at Quinte Healthcare. She has served on many MOHLTC Mental Health Planning committees and on the Governing Boards of Children’s Mental Health Program HPE, Providence Care, and currently, Mental Health Support Network SEO.
Carol is passionate about the benefits of Patient Centered Care, and collaboration between hospitals and community programs. Although retired, Carol maintains membership on Nursing Associations, and enjoys occasional temporary work in Public Health. Carol has three children and five grandchildren all who live locally.

Carol F. Q. Mackillop
Mackillop Law Professional Corporation advises employers on labour, employment, and governance issues. Carol regularly appears in courts, as well as in administrative tribunals including the Ontario Labour Relations Board, the Human Rights Tribunal, disciplinary proceedings, and rights and interest Arbitration hearings. The firm’s clients draw from both the public and private sectors.
Carol has been an invited speaker for organizations including the Frontenac Law Association, Queen’s University’s Centre for Industrial Relations, Faculty of Law, and School of Policy Studies, the HRPA, and the Law Society of Upper Canada. Carol is a member of the Frontenac Law Association, the Ontario and Canadian Bar Association (labour and employment law subsection) and the Greater Kingston Chamber of Commerce. She is on the Board of Directors of the Kingston Symphony, the Grand Theatre Foundation and Queen’s University’s Centre for Law in the Contemporary Workplace. She is a past Chair of the Kingston General Hospital Board of Directors and is the Academic Representative on the Local Health Integration Network’s Collaborative Governance Development Team.

Susan MacLatchie, B.A., B.S.W., M.S.W.
Sue joined the Collaborative Governance Development Team (CGDT) to represent the 6 Community Health Centres (CHC) in the South East Local Health Integration Network in 2007. She co-chaired the CGDT from 2007 until June 2010.
Sue has extensive experience with CHC sector as a board member of two CHCs, a member of a community board which established a CHC, and a staff person for 14 years doing community development and counselling. After moving to Chaffey's Lock area, she became the Board Chair of Country Road CHC from 2007 to 2010 and still sits as a board member.
Her volunteer work lead her to sit on the boards of the Children's Aid Society, the Ottawa Food Bank and the Regional Housing Authority.
Sue lives in a renovated cottage on Lake Opinicon and visits her family and friends in Kingston, Smith Falls and Ottawa, works on her geneology, and chairs the Chaffey's Lock and Area Historical Society.

Dave Sansom
Dave is retired from a career in the Canadian Chemical Industry. Having Bachelor and Master of Science degrees in Chemical Engineering, Dave was employed by Dupont Canada Inc for 27 years in various technical and business management positions at several sites in Ontario, and by Nova Chemicals Inc for 4 years in Calgary, retiring from a position on the Corporate Leadership Team. Two additional years with the Canadian Chemical Producers Association as a consultant on climate change issues followed retirement from corporate life. Dave and his wife, Janet, reside on Nicholson’s Point in Loyalist Township. Their three children and families are located in the Toronto area. Other passions include sailing, travel, woodworking, and curling.
Dave has recently resigned from the Board of Directors of the Lennox and Addington Seniors Outreach Services, where he served the last two years as Vice-chair of a total of four years on the Board. He was also Chair of the Seniors Wellness Committee. In addition he provided eight years of medical driving service.
As a former Seniors Outreach Services Board of Directors member, facilitation of the strategic planning process was provided. Leadership in developing improved service capability; in developing programs for prevention of the aging process through intellectual challenge, physical fitness, and social interaction; and in integration with volunteerism and life long learning; are continuing initiatives.

Karen Gill
Karen has worked full time in the nursing profession since graduation in 1971 until retirement in the fall of 2008. She has lived and worked in the KKLA area since 1980.
As a nurse she worked across the continuum of care starting in intensive care nursing, to infection control nursing, to palliative care community nursing, to long term care nursing, management of community care agencies and to being Executive Director of the Alzheimer Society of Kingston. She started in staff positions then over the years moved into management positions, her first being Director of Care of a local long term care home then Branch Manager of two different community health care agencies in KFLA looking after a staff of over 300 and finally as Executive Director of a not for profit agency serving KFLA clients and families. She has had the experience of being a volunteer board member, advisory committee member at a local community college and worked collaboratively with local, regional and provincial networks.
Since November 25th 2010 she has been Chair of the Regional Stroke Steering Committee (RSSC). The vision of RSSC is Fewer Strokes, Better Outcomes. The mission of the committee is to continuously improve stroke prevention, care, recovery and reintegration.
In her work and volunteer positions Karen has always looked forward to new learning opportunities. She believes in enhancing knowledge and creating learning environments for family and professional caregivers so they can be the best they can be. Karen is firmly committed to working with community partners to accomplish greater goals and to enhance service provision for clients and their families.
